Prof. H. Nandang Alamsah Deliarnoor: Many Have Not Realized the Importance of Archive Management

[Unpad.ac.id, 26/07/2016] From a legal standpoint, archive may serve as evidence in legal proceedings in court. Therefore, it is important that good records management is applied in every unit in the state institutions, companies and individuals, especially the management of documents containing the value to law.

Professor of Governance Law of Study Program Public Administration Faculty of Faculty of Social and Political Science (FISIP), Universitas Padjadjaran, Prof. Dr. H. Nandang Alamsah Deliarnoor, SH., M. Hum., said that many are still not aware of the importance of record-keeping. Often, important documents are not maintained and well run. “They do have legal aspect. Later during trial one cannot present evidence and is defeated in court proceedings or in non-litigation forum,” he said.

Furthermore, Prof. Nandang explained, in civil law, the first evidence taken into account is the letters (archive), then witness, allegation (Law and judges), confession, and oath. In criminal law, the first evidence is of witnesses, expert testimony, letters, instructions, and the defendant.

“Among the evidence aforementioned, documentary evidence (archive) plays a very important role. This means archive has a legal value,” said the man born in Tasikmalaya, December 15, 1967.

In Unpad, Prof. Nandang revealed that awareness of managing archives in units of work is improving. UPT Archive Unpad, which is currently headed by Prof. Nandang, is actively fostering and disseminating of archival management for a number of faculties and work units. In addition, they are also currently preparing a record center 2 as storage of inactive records in a number of Directorates and faculties in Unpad.

He also defines archives as evidence of liability in life and death. Prof. Nandang stated so because he believes that the archive is not only needed by us when we are still alive but also when we are already dead.

“Archive is record deeds recorded an angel. Therefore, our entire life should be able to keep good records, “said Prof. Nandang.

Prof. Nandang also explained that Legal Studies Archives is one included in the scope of Law Science Governance, as one of his expertise. In addition to Archival Law, part of the Science of Law Governance is Agrarian Law, Employment Law, Tax Law, and others.

Prof. Nandang defines the governance law as a collection of principles, rules, processes and institutions that examine the relationship between government and the governed, with many variants.

“As long as governments is involved actively, administered or managed, or served the public, that is as far as the scope of Law of Governance,” said Prof. Nandang.

The purpose of Government Law itself is to achieve common prosperity, which this science encompasses all the government’s efforts in conducting public service and protecting the public interest, in order to achieve a prosperous society.

Currently, he is preparing textbooks on Constitutional Law Government as one of the conditions inauguration as Professor of Unpad. This book is a revision of his Governance Law Studies book of limited published in 2006, and was revised in 2008.

“It is in accordance with the lecture of Law Governance in Study Program Public Administation,” said Prof. Nandang who has served as Chairman of the Public Administration Graduate Program Unpad FISIP years 2014-2015.

Prof. Nandang was appointed as Professor of Governance Law as of 1 April 2016 based on the Ministry of Research, Technology and Higher Education No. 40 735/A2.3/KP/2016 dated May 18, 2016. *
