Efforts to restructure PD Pasar Bermartabat Kota Bandung is hindered by weak commitment

[Unpad.ac.id, 16/12/2013] Numerous efforts by the regional government enterprise (PD) Pasar Bermartabat Kota Bandung have been made in the last five years, however, results are still far from satisfactory.

This, with emphasis on human resources, functional resources, technological resources, technological capabilities, and organizational abilities, is carefully examined by Bambang Hermanto in his dissertation, defended on Monday (16/12) at the Ruang Sidang Gedung Pascasarjana Unpad Kampus Iwa Koesoemasoemantri, Jln. Dipati Ukur No. 35 Bandung.

PD Pasar Bermartabat Kota Bandung was established pursuant to the Regional Regulation of City of Bandung No. 15 year 2007, amended by Regional Regulation No. 2 year 2012-2013. It has 40 markets, organized through three different mechanism namely self-management, BOT, and vendors.

“Instead of building well-represented markets, the government uses the huge amount of money in APBD for unclear purposes, allotting money for short recreational purposes. The government tend to focus on short-term plans instead of long-term objectives,” said Hermanto, who is now the head of Unpad Public Relation Unit.

Hermanto argued that excellent services are still wanting due to limited competent-staff of PD Pasar Bermartabat Kota Bandung. From the perspective of human resources, most staff are committed to feudal mindset. “The principle of mission-driven business is often hindered by the old work mechanism that is closed, corrupt, and inaccurate,’ he added.

Therefore, restructuring PD Pasar Bermartabat Kota Bandung should be directed toward increasing the welfare of the staff, which will accordingly boost their motivation and work performance for excellent services. Groupthink is also a requirement in order to change the mental attitude of the staff. Lastly, the community as consumers have to have commitment to helping PD Pasar Bermartabat excel. “For example, consumers must not buy groceries from unruly vendors that may contribute to traffic jams. In addition, they also have to mind cleanliness and order that reflect a dignified city,” Hermanto concluded.
