Menteri PANRB: Bureaucratic Reform Has Improved the Quality of Public Administration

[Unpad.ac.id, 10/12/2015] The bureaucratic reform approach by President Joko Widodo has proven not only to change the paradigm, but also to contribute in accelerating the bureaucratic system. This approach aims to improve the quality of public administration conducted by the governmental structures.

It was stated by the Minister of Administrative and Bureaucratic Reforms, Yuddy Chrisnandi as the keynote speaker at the 11th International Conference of Public Administration (ICPA) at Bale Sawala Unpad Jatinangor, Thursday (10/12). The international conference was held by the Faculty of Social and Political Sciences (FISIP) Unpad in cooperation with the University of Electronic Science and Technology of China (UESTC), American Society for Public Administration (ASPA), and Chinese Public Administration Society Journal (CPAS) China.

The 1998 Reformasi has changed the face of the nation to become the country that upholds the democratic system. Until recently, said Prof. Yuddy, bureaucratic reform has contributed in giving impacts on the improvement of the quality of public administration.

“On the other hand, we realize that this change has not been easy because it takes contributions from many groups,” he said.

In order to improve the quality of public service, they have conducted a series of analysis on the efficiency of governmental system in several countries. “From the analysis, first, we concluded that bureaucratic reform process in every governmental institution is not the same to one another,” explained Prof. Yuddy.

Second, the Unpad alumnus continued, the improvement of the quality of public administration constitutes learning process based on the concept of trial and error. Third, they discovered how a leader in government could implement this bureaucratic reform through leadership spirit and vast knowledge on public administration.

“This improvement would also become new knowledge for the prospective leaders,” he said.

The government may become the managing element in developing a country. On the other hand, it is also an object for development. For that reason, contributions from all groups are required, particularly from the experts in order to achieve the improvement.

“Scientists are part of the knowledge on public administration,” said Prof. Yuddy.

This year’s ICPA theme is “Sustainable Development for Public Administration”. According to Vice Rector of Academic and Student Affairs Unpad, Dr. Arry Bainus, M.A., the conference, participated by hundreds of paper presenters from around the world, aims to produce new ideas on the sustainable development concept for public administration.

Also present in this conference as speakers were Prof. Bahrullah Akbar (member VI of Audit Board of Republic of Indonesia), Prof. Zhou Zirren, and Thomas H. Stanton.*
