[Unpad.ac.id, 21/03/2016]The government has set an increase of quality assurance for all universities through Quality Assurance System of Higher Education (SPM Higher Education). Based on Law No. 12 of 2012 on Higher Education, Higher Education SPM includes Internal Quality Assurance System (SPMI) and External Quality Assurance System (SPME) or better known as Accreditation.

These two aspects should be conducted together by Program Studies and University. “Mostly in some university SPME or Accreditation are considered more important and forgetting the SPMI, “said the Secretary of National Accreditation Board of Higher Education (BAN PT) Dwi Saso, PhD, as a speaker in the” Socialization of SPMI and SPME “in Bale Sawala Rectorate Building, Jatinangor, Monday (21/03).

According to Dwi, accreditation has always been a goal of increasing quality of study programs or University. Once accreditation is completed, the institution stopped their internal quality evaluation. In the Act, the SPMI process must be done by university minimum once a year.

“SPMI will encourage SPME to be good, so that the quality assurance is not only just administrative,” said Dwi.

This internal quality evaluation must be done to ensure the Continuous Quality Improvement (CQI) in Higher Education. Thus, the increase of quality culture is a critical step that must be done by the institution. This implementation should be done in synergy between the management study programs, faculty, and the institution.

If Prodi or university only improves the quality of accreditation only to achieve good grades, there is a tendency that the internal quality will not be increased. Dwi said that the most important thing in order to achieve a good accreditation is to apply the pattern of the CQI. By improving internal quality first, he was optimistic that the accreditation process will also be good.

“Accreditation is not just the ranking, but it is the effort to fulfill the standard of Higher Education,” said Dwi.

Meanwhile, Director of Quality Assurance Ministry of Research Technology and Higher Education, Prof. Drh. Aris Junaidi, PhD., confirmed that internal quality improvement process must be massively done either by the study program and the institution. According to him, the accreditation is a key indicator to determine the grade of study programs and higher education institutions.

“When it is established, the accreditation process will not be a problem,” he explained.

In relation to the accreditation process, said Dwi, in the future BAN PT will only perform institutions audit. The external audit process of the study program will be conducted by Independent Accreditation Agency (LAM). Currently only LAM for University of Health (LAMPTKes) are ready to perform the audit.

“In the future, there will be LAM adapted to the science nodes. The institute will provide a keen opportunity to assess the quality of a study program, “said Dwi.

This Socialization was held by Quality Assurance Unit, Universitas Padjadjaran. The event was opened by Rector Prof. Tri Hanggono Achmad and attended by Vice Chancellors, Directors, Deans, Chairman of Study Program and Chairman of Quality Assurance Unit faculty in Unpad.

This internal quality improvement is also a commitment of Univertas Padjadjaran. Rector said that the basic substance of CQI development is how every element of building innovation to drive towards excellence.

“For Unpad, we are already thinking of building excellence courses,” said Rector.

Therefore, through this event, Rector also encouraged commitment of all leaders and the academic community in Unpad to equally improve the quality of higher education. This commitment is realized through the signing of Declaration of Quality Improvement To Excellence. This signing was conducted by Rector, Head of SPM Universitas Padjadjaran Dr. Hj. Rd. Funny Mustikasari Elita, M.Si., Vice Rectors, and Deans of Unpad. *
