[Unpad.ac.id, 15/01/2016] In dealing with issue of international terrorism in Indonesia, it was crucial to develop concept of total diplomacy. The total diplomacy characteristic was developed from bilateral and multilateral cooperation between Indonesia Parliaments and other countries Parliaments. Thus, function and role of the parliament would be significant in strengthening national interest and the nation.

The above was stated by Evita Nursanty, member of the Commision I of the Parliament, in her dissertation, entitled “Diplomacy House of Representatives in the Forum Inter-Parliamentary Union in Combating International Terrorism in Indonesia” during her Doctoral Promotion Session of International Relations in Building 2, 4th Floor, Jln. Dipati Ukur No. 35 Bandung, Friday (15/01).

“In addition, theoretically researchers also considered the necessity of development of one and half diplomacy as a concept that described the emphasis on the role of the Parliament in the form of diplomacy as an actor of international relations. The concept would create signposts of national powers in diplomacy field, as accumulation of legality and legitimacy of authorities to provide protection for citizens from threat of international terrorism, “said Evita.

With one and half diplomacy, the House of Representatives did not only consider interests of the state, but also promote the interests of the people. Although it served as a state institution with its role to carry out the role of state, members of Parliament are elected by the people.

“Therefore, aspirations and interests of the people are also served as references in conducting parliamentary diplomacy,” said Evita.

humas unpad 2016_01_15 sidang doktor evita TEDI 1Evita also stated that until now implementation of parliamentary diplomacy conducted by the House of Representatives in overcoming international terrorism through the Inter-Parliamentary Union was embodied in bilateral cooperation with parliaments of other countries, one on one, and multilateral cooperation. Nevertheless, role of the Parliament as individuals in building people to people contact also determined the success of diplomacy in achieving foreign policy objectives Indonesia.

“This model of diplomacy has given results for total implementation of diplomacy,” she said.

Members of Promoter team in the session were Dr. Arry Bainus, M.S (Chair), Prof. Drs. Yanyan M. Yani, MAIR, Ph.D., and Prof. Dr. H. Obsatar Sinaga, S.IP.,M.Si, while Expert Opponent Team were Dr. Drs. H.R. Abd. Musyawardi Chalid, M.Si., and Drs. Taufik Hidayat, M.S., Ph.D., with Prof. Dr. Drs. H. Nasruloh Nazsir, M.S, as Professor Representation, and Dr. R. Widya Setiabudi Sumadinata, SIP., SSi., MT., MSi (Han) leading the session.

Evita obtained her Doctorate degree in International Relations with a “Cum laude”. During the session Coordinating Minister for Human Development and Cultural Affairs, Puan Maharani, Rector Universitas Padjadjaran, Prof. Tri Hanggono Achmad, as well as a number of members of Parliament were present.*
