[Unpad.ac.id, 8/06/2016] Research and development cooperation with research institutes and universities is a solution for the national pharmaceutical companies to obtain new drugs that can enhance the competitiveness of the industry. If conducted through independent research it would set a high risk because the success rate of new drug discovery cannot be predicted.
That was one conclusion posed by Mas Rahman Roestan during the defense of his dissertation entitled “Innovation and Research-Development Cooperation As Competitiveness Formulation and Their Implications In the National Pharmaceutical Company Performance” in in DMB Building Unpad, Jalan Dipati Ukur 46 Bandung, Wednesday (8/06).
“Variables of innovation and research and development cooperation provide positive and significant impact on the competitiveness of national pharmaceutical companies either partially or simultaneously. R&D cooperation dimension of the most important influence on competitiveness is the dimension of cooperation or joint research study, “said Mas Rahman Roestan.
The discovery of a new drug product will expend lengthy time, high cost, and resources that meet the requirements, both in the number and qualifications of the researchers, as well as equipment and facilities. Thus, it would be better to perform joint research rather than independent research at high risk.
Mas Roestan Rahman said further that cooperation research and development should be enhanced by national pharmaceutical companies, especially in terms of joint research for the needed production processes. This needs to be done to hasten obtaining a new product that is needed by those without production dependency of technology owned by another party or who waited for the expiration of a product patent.
Working together to research new products, said Mas Rahman Roestan, is necessary to anticipate the evolving disease patterns so that during an epidemic the national pharmaceutical companies could readily produce the required drug.
“Aspects of the patent to determine the ownership of intellectual property rights need to be agreed at the beginning of cooperation,” said Mas Roestan Rahman, who currently serves as Corporate Secretary of PT Bio Farma (Persero).
In order to encourage this, Mas Roestan Rahman said the government should act as a mediator to garner mutually beneficial cooperation between the pharmaceutical industry and research centers at universities. Governments can also encourage such cooperation by providing meaningful incentives, including taxes deduction.
“The pharmaceutical industry is a knowledge-based industry in which role of intangible assets on the competitiveness and performance of the company is very large. Only a few companies have the potential to develop export markets, especially Southeast Asian markets. The rest faces substantial challenges with the entry of ASEAN pharmaceutical company with home base outside Indonesia, “said this alumnus of Pharmacy Unpad.

After completing the Session, Mas Rahman Roestan was declared to pass with Very Satisfying judicium.
