Poor Image of Traffic Police Was Not Prompted by Internal Factors

[Unpad.ac.id, 15/04/2016] The poor image of traffic police is not only caused by internal factors, but also by sociological factors in large city including inequality of development, social condition, economic and cultural stakeholders.

Stated by Aqua Dwipayana while defending his dissertation entitled “The Image of Indonesian National Police in view of Stakeholders – A Case Study of Public Service Traffic Police of West Java Police Department” to obtain a Doctorate in the field of Communication Science of University of Padjadjaran in Gedung II 4th Floor Unpad Jln. Dipati Ukur 35 Bandung, Friday (4/15).

“The main factor leading to the poor image of traffic police in West Java Police Department is a social fact building the traffic cop image itself. In other words, the internal factor is not the only factor that led to the negative image of traffic police, “said Aqua Dwipayana, a communication consultant in the police department.

Aqua Dwipayana pointed out that city development in West Java showed inequality. Bandung is experiencing very rapid growth compared with its surrounding towns. Bandung is the appeal for the urban people and commuter. At night, Bandung is home for approximately 2 million people, while during daytime it is occupied by approximately 4 million people, causing a deficiency of urban facilities, including capacity of traffic infrastructure such as roads and parking lots, and decrease in quality of traffic police service.

Of the reason, Aqua Dwipayana focused his research on factors that led to a decrease in service quality and in image of traffic police in perspective of government, private or community groups.

“The image of traffic police is a phenomenon in Indonesia, including in West Java. Moreover, traffic police is a front display for the national police image as a whole because they have high interaction with the community. If the traffic police has good image then the police department image will be also good, “said Aqua Dwipayana.

To improve image of traffic police, Aqua Dwipayana continued, traffic police need to improve its human resources through training, increasing number of traffic police personnel in phases, completing traffic infrastructure, and educating public for their traffic awareness.

The head of the doctorate defense session was Dr. Dadang Rahmat Hidayat and Dr. Atwar Bajari, Drs. MSi as its secretary. The promotor team were Prof. H. Deddy Mulyana, Drs., MA., Phd., Dr. Atwar Bajari, Drs., MSi., and Dr. Edwin Rizal, MSi, meanwhile expert opponent team were Dr. Dadang Rahmat Hidayat, MHum., Prof. Dr. Hj. Nina Winangsih Syam, MS., and Dr. Suwandi Surmartias, MSi. Aqua Dwipayana obtained “Very Satisfactory” yudisium for his dissertation.*
