[Unpad.ac.id, 20/04/2016] Application of criminal law should not only provide sanctions for offenders. Criminal law should be applied efficiently, based on justice, and implementing Pancasila values in order to provide value to help the state welfare of society.

Such has become the reason for a Professor in Faculty of Law, Padjadjaran University, Prof. Dr. Romli Atmasasmita, S.H., LL.M., along Lecturer from Faculty of Economics and Business Unpad Kodrat Wibowo, PhD to write the book “Micro Economic Analysis of Indonesia Criminal Law”. The book contains ideas that law is not identical with norm, but being a system of values of Pancasila. This is what must be implemented by law enforcement.
“This book provides new viewpoint that there is a different thoughts that had been held by Indonesian legal experts,” said Prof. Romli at the launch of the book “Micro Economic Analysis of the Indonesia Criminal Law” in the Multipurpose Room Unpad, Jalan Dipati Ukur No. 35, Bandung, Wednesday (4/20).
Prof Romli said that law is not to be commander of justice. The economic sector is actually the commander, therefore law should oversee economic sector. Prof. Romli stated this in his book to refute various current legal paradigms.
According to Prof. Romli, deterrent effect that became the purpose of applying criminal law did not actually exist. Pancasila as noble values of Indonesia in fact is never truly understood. This Professor of International Criminal Law put out that Indonesian people are currently living in a mirage of justice.
“The purpose of Indonesia law in accordance with Pancasila is peace. How does that law make us feel comfortable, protected, and respected as a human being? By not provide an incredible disgrace, even before the court ruling is in force, “said Prof. Romli.
Therefore Pancasila should be realized in legislation implementation. The criminal law, corruption, and money laundering should provide serious benefits for the country. All forms of disgrace conducted due to unscrupulous law enforcement should be eliminated.

Collaboration of law and economic was also to change the paradigm that legal education is not the only one that is used to resolve the country. Economic and legal sector, said Prof. Romli, must be parallel even at a basic level of higher education, both in the Faculty of Law and Economics.
“We are producing nation generations who understand the situation. Once the country asking for advice, the ideas generated are not producing suggestions that misleading the country,”said Prof. Romli.
Meanwhile Kodrat Wibowo said that there are still many errors of economists who deny law as a science worth of in depth research. In addition, there are also errors of law enforcement authorities in defining the concept of efficiency.
