[Unpad.ac.id, 30/05/2016] Issuance of The Government Regulation in Lieu of Law (Perpu) Number 1 Year 2016 re revision of the Child Protection Act has given more severe sanctions for the perpetrators of sexual crimes against children. This regulation has been issued, among others, due to the increasing number of cases of sexual abuse involving minors.

Head of the Integrated Services Center for Women and Children (P2TP2A), Dr. Hj. Prasetiyani Netty Heryawan said that the regulation is targeting more at a downstream point (after the incident), and has not been fully targeted on the factors triggering the occurrence of sexual crimes. This regulation did not directly provide protection to the victims.
“Therefore if we discuss the regulation, then this would only discuss about sex offenders proceedings,” said Dr. Netty as one of the speakers at Unpad Responding with theme “Sexual Violence against Children” held at Executive Lounge Unpad Building 1, 2nd Floor, Jln. Dipati Ukur No. 35 Bandung, Monday (30/05).
As prevention of sexual abuse against children, Dr. Netty also suggested the need to revise and of legislation synchronization, as well as the need for improvement of policies and programs in a variety of environments, such as family, educational institutions, communities, and the media.
In efforts to prevent sexual crimes, she also emphasized the important role of the family. If eight family functions are implemented, then a variety of deviant behavior can be prevented early on. Families should know best about the growth and any changes in family members, including the children.
“We must set the issue of sexual crime possibility within family function,” she said.
Similar opinion was also conveyed by Professor of Social Psychology, Prof. Dr. Tb. Zulrizka Iskandar, M.Sc. He said that the root of sexual crime is on the family. ” Education at home is very important. This is the root of the problem,” he said.
The family holds a very important role in shaping the children character, at least until the age of 12, of which parents should be able to provide moral education, religion, and the rules of life. The relationship of parents and children should to be smooth and fun. “How parenting occurs in the family is very important,” said Prof. Zulrizka.
In addition, short-term efforts are resolving disputes and sexual abuse in the presence of good law enforcement, with severe and layered punishment for perpetrators of sexual crimes.
Meanwhile, Professor of Sociology Conflict Unpad, Prof. Dr. Drs. Ir. H. Mumuh Munandar, MS., said that solution to overcome the problem of child sexual crime requires efforts to reform social action patterns for the perpetrators of social deviation. At the macro level, efforts to resolve this problem needs to be done systemically through structuration approach, which is starting from signification to legitimacy. *
