Challenge Has Increased, Educational Staff are Required to Have Competencies

In these days, higher education institutes do not only provide knowledge and research, but also contribute to develop the economy and transfer the knowledge and research to the society. Government encourages higher education institutes to be one pivotal pillar for improving the nation’s competitiveness.

“It’s everyone’s responsibility to improve higher education institutes’ standard,” said an Expert Staff in the academic field of Kemenristekdikti, Prof. Paulina Pannen, during her speech in

“Konferensi dan Seminar Nasional Jabatan Fungsional” at Graha Sanusi Hardjadinata Unpad, Bandung, on Thursday (12/10).

Since it’s everyone’s responsibility, educational staffs played an important role in maintaining the standard of higher education institutes. Prof. Paulina encouraged educational staffs to improve the relevance of quality and quantity. The role wasn’t limited to administrative workers at higher education institutes, but contributed to educating and learning activities.

Educational staffs have to involve in various activities of higher education institutes’ tridarma. Prof. Paulina explained, educational staffs’ activities are often separated from tridarma activities. In fact, lecturers’ activities won’t work well without educational staffs’ contribution, and vice versa.

The Apparatus Human Resources Assessor of Badan Kepegawaian Negara, Yulina Setiawati NN, S.H., M.M., said, government facilitated specific functional positions with various regulations, starting from UU Aparatur Sipil Negara tahun 2014 until Peraturan Pemerintah Nomor 11 tahun 2017.

Specific functional positions regulation was government’s attempt in reforming the bureaucracy. The regulation aims to create government that is clean, free of KKN (Corruption, Collusion and Nepotism), accountable, and able to provide first-rate service to society. In addition, this regulation also changed the base of human resource management from administration-based into skill-based.

The national conference and seminar was held in Indonesia and facilitated by all Unpad’s education staffs. During his speech, Unpad’s Rector Prof. Tri Hanggono Achmad appreciated this ceremony that purely managed by educational staffs.

“It’s one of Unpad’s attempts to support the reformation of bureaucracy,” said the Rector.

Looking at the current global challenge, educational staffs were expected to anticipate various changes at higher education institutes level. Rector hoped that educational staff didn’t only respond, but also had initiative to anticipate and imagine the challenges that lay ahead.

Educational staffs became one of pivotal pillars that initiated changes. Hopefully, this conference could give the government relevant feedbacks regarding specific functional positions’ regulation
